[1]-First of all Open New Document of Custom size, Height & Width 550×650 pixels,Resolution 72 & Mode RGB Color

[2]-Now fill the Background with ‘000000′ color & then create the following selection with the help of Pen Tool

[3]-Now Open New Layer & then fill the selection with any color & then go to Blending Options,select Gradient Overlay

[15]-Now Open New Layer & set the 2px Brush & then create the following Shape with the help of Pen Tool,Right click select
Stroke Path

[18]-Now Open New Layer & then create the following Shape with the help of Pen Tool,right click select Stroke Path

[28]-Now go to Edit>Define Brush preset & use the following settings & after that close this Document

[29]-Now select Brush Tool & use the following Brush & settings

[30]-Now create the following Bubbles with the help of Brush Tool with Different sizes of this Brush

[31]-Now select Text Tool & then create the following Text
