[1] Take a new file of 400 pixels, 300 pixels, of resolution 72 dpi in the RGB mode.
[2] Download the following image, and open it in Photoshop.
[2] Duplicate the layer by right clicking it.
[3] Then go to Image>Adjustments>Shadow/Highlight apply the following settings.

[8] Then right click the Gradient and select Delete Layer Mask.

[12] Change the Blending Mode to Screen.
[13] Now select Curves.
[14] Use these settings.
[15] Now let’s put the texture, Drag it over your picture.You should obtain this.
[16] Now go to Image>Adjustments>Desaturate.
[17] Change the Blending Mode select Hard light, Set Fill to 65% .
[18] You should have this by now.
[19] Create a new layer using a brush draw few lines like in the picture below.
[20] Go to Filter>Blur>Motion Blur.
[21] Change the Blending Mode Select Vivid light.
