Here I will show you about 3dsmax 3dmodel fire extinguisher tutorial.
I have used following techniques in this 3ds max tutorial.
Spline modeling and Editable poly techniques
[1]-First of all you will press (ctrl +N) now you will see the new window is open
Click on the Geometry > Extended primitives > Chamfer cylinder and use the following setting
Create a Chamfer top view

[2]-Select the object right click Convert into Editable poly then select polygon mode in the editable poly
And make a selection like this image as shown below

[3]-Now click on the Insert button and use the following setting
Then Again click on the Extrude button and use the following setting

[4]-Click on the Torus and use the following setting create like this in the front view

[5]-Click on the line create a shape like this with help of the line tool

[6]-Now apply the Extrude Modifier and use the following setting
Your image should like this in the front view

[7]-Again Click on the line create a shape like this with help of the line tool
Then apply the Extrude Modifier same properties above extrude modifier

Open rendering palette and use the following setting

[10]-Select the Chamfer cylinder right click Convert into Editable poly then select polygon mode in the editable poly
And make a selection like this image as shown below

[11]-Now click on the extrude button and use the following setting
Then apply the mesh smooth modifier

[12]-Select the shape like this apply the Mesh smooth modifier

[13]-Now click on the cylinder use the following setting create a cylinder like this
